I can see std-cpp-submit@vandevoorde.com at the bottom of all posts in
comp.std.c++ , so assuming this is the correct address.
However, posting to the newsgroup via newsreader is not simple - since
moderators email address does not seem to have been made visible in
places it is supposed to be:
1. http://www.comeaucomputing.com/csc/faq.html gives old and not working
email std-c++@cs.rpi.edu
2. attempts to post via moderators.isc.org fail too, with error

Recipient address rejected: ISC says mod-bounce.not-moderated@isc.org
I presume moderation email for comp.std.c++ should be defined in
moderators.isc.org and FAQ updated ?

Posting via your newsreader should just work. If it does not,
probably your netnews service provider does not have comp.std.c++
configured properly. You should take up the issue with them.
The submission address at the bottom of every message is for
submitting articles, not for contacting the moderators.
