Based on the draft, my impression is that the committee works hard to
achieve isolated islands of consistency.  But, really, what can you
say when NONE of the new containers meets the container requirements
documented in the standard?  How does that help *any* user?

This is not the sign of a process where consistency is given any
significant value.
