Topic: giving proper credit to random library designers

Hello,
I am implementing a public library in the D programming language,
modeled after the design in C++'s std.random, and I'd want to give
proper credit to its designers.
I know Jens Maurer and people at the Fermi lab were two major
contributors to the proposal, and of course credit goes to the committee
for perfecting it. Who else should be on the list? Also, is there any
licensing issue with implementing the design in a different language?
