Section 20.5.10.1.2/2 [func.bind.isplace] one reference
Section 20.5.10.1.3/ [func.bind.bind] two references
Section 28.5 [re.const] once in the header, once in the first paragraph
Proposed resolution:
Remove all instances of tr1::

No. DRs can be filed only on a published ISO standard.
Comments on a working draft are just comments, not DRs.

The ISO technical term "Defect Report" applies to approved standards. So
the narrow answer is no. But more broadly, yes, there are problems in
the working draft, and comp.std.c++ has a procedure for handling problem
reports.
