ANSI seems to sell the following versions of 14882:2003:

INCITS/ISO/IEC 14882-2003 ( $30.00 )
ISO/IEC 14882:2003 ( $299.00 )

Now what is the difference between the two?

The details about the $299 version specify a file size of 2.35 MB. That does
not sound like a hardcopy. Besides, there is an additional "INCITS" in its
name, which seems to stand for "InterNational Committee for Information
Technology Standards", located on the web at www.incits.org.

I have to correct myself: The $30 version is the one titled "INCITS/ISO/IEC
14882-2003", while the $299 version is missing the "INCIT" in its name. The
only version available on www.iso.org is called "ISO/IEC 14882:2003" and
costs CHF 352.00, which is currently 284.64 US dollars.

It seems like the "INCIT" version costs only about 10 percent of the other
one. However, both are sold as PDF versions, so how is the difference in
prices justified?
