Without having checked, I expect that $30 buys a PDF copy,
whereas $299 buys a hardcopy.  I don't imagine they sell
many hardcopy versions, given that essentially the same
standard is available in bookstores for a quarter of the
price.

ANSI sells a PDF copy of 14882:2003 for US$30.  It's
also available in hard copy from bookstores for $75
or often less (in the US); the ISBN is 0470846747
according to amazon.com.  Other national bodies may
also sell copies.
