Where does the 'C++0x Wish List' exist? How can I view it? I am new to this
newsgroup and I see a lot of replies to the wish list but I don't see the
list. Where do proposals for additions to the C++ language get submitted to?

There's no official "Wish List". The closest approximation are a
number of posts, which can be found in Usenet archives

Via e.g. google; recent posts can be found on many news servers.

Technically, to the C++ committee ( see FAQ ), but the easier approach is
to start via boost ( www.boost.org ). Boost will accept useful libraries
and review them.
On boost as well as in the committee itself, the chances of a proposal
making it are greatly enhanced by investing effort in it. A proposal
which just states that you'd like X isn't going to make it. A proposal
you'd like X, and here's a design document and an interface, is going to
do better. And if you provide an implementation too, with tradeoff
considerations and usage examples, people might actually start using it.
