Topic: localization oversight?

Hi everybody,

this time my question is so simple that it's almost all contained in
the subject ;) Considering that at least one popular platform (Win32)
allows monetary decimal separators consisting of more than one
character, was it an oversight that the entire clause 22 assumes the
separator to be a single char? (See for instance the member
do_decimal_point() of moneypunct)

Or is it instead an oversight of the Win32 API designers (in the sense
that no known civilty on the earth uses such a separator)?
