It would be nice, but it is hard to do
how do you grade someone on programming skill rather than
knowledge of specifics
It's easy to set an exam on 500 functions
not so easy on something as vague as how to program well :-(

C++ programmers".
I don't think there is any such certification for Standard C++ (someone
asked a similar question just now in
comp.lang.c++ ) but I wish there were.
And I think it should be graded - and based primarily on approach and
