I wanted to know if the latest ANSI/ISO C++ standard is available for
download somewhere...
If not, is it a copyrighted document that can be purchased only?

It is a copyrighted document, and selling copies of the standards it
produces is the main source of income for ISO. Therefore, you shouldn't
expect to get it for free. However, once you've paid $18.00 for it, you
can download it. I think you can also order a printed copy, but IIRC
it's a lot more expensive.
