Topic: Notes vs. footnotes

I'm currently reading the C++98 standard. I have a question
regarding the notes written "[Note: ... ]" versus regular
footnotes. What's the difference between these? I assume
they're both non-normative; why is one used instead of another?
Thanks,
Ben.
