It's available to committee members. You ought to join, and attend a
meeting now and then. And perhaps say "decided" rather than "decreed."

The actual text of the TC is still under construction. However, it will
be based on the proposed resolutions of all the "DR" issues that were
approved at the October, 2000 meeting. All of these are available for
public examination in
http://www.dkuug.dk/jtc1/sc22/wg21/docs/cwg_defects.html
and
http://www.dkuug.dk/jtc1/sc22/wg21/docs/lwg-defects.html
In particular, the proposed resolution shown in ...lwg-defects.html#127
will be incorporated, mutatis mutandis, in the TC when it is complete.
