Almost every aspect of C++ is the work of individuals or small groups.
At one time there were as many as ten sub-groups working on different
things.

Actually STL as you use it today was the work of a substantial sub-
committee (called the Library Working Group) refining the original
scheme to fit the requirements of the Standard.

I think you would find the way that The C++ Standards Committees (WG21 &
J16) are very different from your image of them and much closer to your
'ideal'.
