Topic: Where does it say that footnotes and examples non-normative

I know that a similar topic has been discussed before
in the thread:
http://x46.deja.com/=dnc/[ST_rn=ps]/getdoc.xp?AN=492864321&CONTEXT=95495
0884.454033422&hitnum=1
It discusses the reasoning behind the subject.
What I would like to know is:
Can someone provide me a reference to the ruling that
footnotes and examples are non-normative, I could not find
the text to such a rule on my own. Can
someone tell me where that can be found.
Thanks
