He should surprise the authors of his moderation software with the last
sentence of section 2.1.2 of RFC1036
"It is recommended that times in message headers be
transmitted in GMT [...]"
Of course if they thought about it, the authors of his software would
eventually arrive at the same conclusion that section 5.2.14 of RFC1123
reports many people reaching over a decade ago in 1989:
"There is a strong trend towards the use of numeric timezone
indicators, and implementations SHOULD use numeric timezones"
If they use Standard C, he can help the authors of his moderation software by
pointing them at the "%z" format specifier for the strftime() function. This
format specifier has yet to be included in Standard C++, however.
