When I discussed "undefined behavior" and referred to section 1.3.12
in the C++ standard, some people commented that the section number
was 1.4.12. The difference reflects a change between late drafts
of the C++ standard and the final standard.

The project editor tells me that we found out very late that ISO
requires the first three sections of a standard to be "Scope",
"Normative references", and "Definitions", in that order.  Up until
the Final Draft, the "Definitions" section was fourth, following
"Implementation compliance". To satisfy ISO requirements, the
"Definitions" and "Implementation compliance" sections were switched.

If you have a draft of the C++ standard earlier than the FDIS
(Final Draft International Standard) of December 8, 1997, the
contents are not identical to the actual published standard.
The FDIS and the actual standard are believed to be identical
in content.
