Topic: Are notes normative?

Are notes normative? What about footnotes and examples? As I recall,
CD2 explicitly said that they were not part of the normative standard, but
this statement does not seem to have made it into the final standard. Does
this mean that they are now normative? Have I missed something? Is there
a general rule for ISO standards that makes notes (and footnotes and examples)
non-normative?
