Now that the standard is complete, I would find it very useful to have a
reference similar to Dr. Stroustrup's THE DESIGN AND EVOLUTION OF C++ that
described the reasons behind the decisions made by the committee.  Any
recommendations?

It wasn't done as the decisions were made because we did not have the
time to do so.  To do it now will be like any other attempt at writing
history, highly coloured by the writer.  We remember things the way we
want to (and that is not imputing any form of dishonesty to anyone)
