I noticed that in Chapter 3 of the standard document,
sections 3.4.3.1 and 3.4.3.2 are tagged [class.qual]
and [namespace.qual].  Should they not be prefixed by
basic.lookup as well, making [basic.lookup.class.qual]
and [basic.lookup.namespace.qual] ?  Is there any kind
of process for editorial-type changes, or do things
like this have to wait until the next round?
