I do not know if it is the original IEC, but it seems to be a complete
description.

As explained in the FAQ, you found CD2, the second Committee Draft,
dated December 1996.

As explained in the FAQ, the final draft was approved in November 1997,
and differs in some details from CD2.

As explained in the FAQ, that final draft awaits ISO action to send it
out to member nations for a vote.

As explained in the FAQ, the final draft will be available for purchase
from ANSI and other sources after it has been sent out for voting,
The final draft (and final standard) will not be available for free
public access (as explained in the FAQ).

As Used to be explained in the FAQ, the final draft was expected
to be sent to member nations for vote (and be purchasable) by March.

Could somebody comment on the reason of the delay and on the
probable date when the final draft will become accessible
(purchasable)?

We have been querying ISO (headquarters in Geneva, via the Secretariat
for the US) regularly since January about the reason for the delay and
when we can expect the draft to be sent out for a vote. We had no answer
at all from Geneva until early March, when they said they "hoped" to get
it out by March 31. That didn't happen, of course.

As of last Friday, Geneva has still given no reason for the delay, and
still has not provided any date when they expect to send it out.  My
guess would be that the document is being inspected page by page to
ensure it meets ISO requirements for format and organization. That would
take a long time, and the one editor responsible for that checking has
many documents to inspect.

(The only copies -- electronic or paper -- of this document are held
by the C++ Committee project editor and by ISO. I don't have one, for
example. The reason is that changes might be required by ISO, and it is
important to avoid having different versions of a document each claiming
to be the "Final Draft International Standard". In the end, there can
be only one.)

As soon as I hear that the draft has been issued for a vote and is
available, I'll post the information in all the C++ newsgroups and
in the FAQ.
