Does anyone know where to get the November 1997 C++ Draft which was
accepted as the standard? Is it available on the Web?
(I found only the Dez. 96 one and the Press Announcement that the Nov.
1997 was accepted).

Careful. You can get flamed for such questions!
Your (and my) question is supposedly answered by entry B.3. in the comp.std.c++ FAQ,
which talks about "interim working papers" which "contain editorial comments, portions that
are known to be unstable, and so on." As it was pointed out to me, this answer is also
meant to apply to the Final Draft International Standard (FDIS) - what you refer to as the
November 1997 C++ Draft. The short answer from the chair of the ANSI C++ committee
is that the FDIS will never be made publicly available on the web:
Only the Committee Drafts are allowed to be publicly posted. To get
some other version, you have to be a member of the C++ Committee, or
buy one from your national standards organization (ANSI in the US,
BSI in the UK, AFNOR in France, DIN in Germany, etc).
The FDIS is not discussed in the FAQ because it isn't yet available.
When ISO issues the FDIS for balloting, which really should be
any day now, you will be able to buy a copy. We'll update the FAQ
when we have the information on how to get a copy.
(Originally CD2 wasn't going to be publicly available either, but then someone must
have changed their mind about that. I was hoping that there might be the possibility
of the same happening with FDIS, but was assured that this will not be the case.)
I'm not a regular reader of comp.std.c++ or comp.lang.c++, but I'm told that this
question gets asked and answered about once a week, sometimes more than once a
week. (My guess is that this will continue until the FAQ is updated or the wording to
entry B.3 is fixed.) My mistake was only looking at the FAQ (and being confused by
it) before posting. Guess I should have searched DejaNews for my answer before
bothering the group - for which I apologize.
