(Pardon if this has already been answered, but most of what I could find in
the FAQ's points to CD1 or CD2.)
Is there now or will there soon be a downloadable PDF/PS/HTML/... version
of the FDIS?

The question is answered in the FAQ. Since people keep asking the
question, either they aren't reading the FAQ, or I don't know how
to express the answer clearly. I'll try yet again.
Only the Committee Drafts are allowed to be publicly posted. To get
some other version, you have to be a member of the C++ Committee, or
buy one from your national standards organization (ANSI in the US,
BSI in the UK, AFNOR in France, DIN in Germany, etc).
The FDIS is not discussed in the FAQ because it isn't yet available.
When ISO issues the FDIS for balloting, which really should be
any day now, you will be able to buy a copy. We'll update the FAQ
when we have the information on how to get a copy.
