As I understand ISO rules, you can't, unless you are (or your employer
is) a C++ Committee member. (If I'm wrong, I'd be happy to be
corrected.)

The DIS will go out to ISO member nations for a vote sometime soon.
Assuming the vote passes, it then goes up the ISO hierarchy for
approval and publishing. I estimate the entire process should take
until about August 1998, at which time it becomes an International
Standard.

Once the standard is published, you can get a copy through the body
that represents your nation to ISO. In the US, that's ANSI. ANSI has
traditionally made paper copies available directly or via Global
Documents. I've heard rumors that other distribution methods more
suitable to the 1990's will become available. Watch this space for
more details.
