The current schedule calls for submission of the final document to ISO in
March of next year, which should result in publication not too many months
later. Look for it mid-98.

The latest publically accessible version is the CD2 public review version,
dated November 1996, which you can find at:

    http://www.maths.warwick.ac.uk/c++/pub/

and probably other places too.
