Today I got a copy from Global Engineering Documents
by DHL. It took 2 days for delivering, costs $92.
So, if anyone is interestet, she can get a copy -=20

Not fair, for several reasons:
1. The members of the C++ committee itself *want* the draft to
be freely available in machine-readable form; it is the
members of the umbrella organization, whom I have personally
never even met, who are prohibiting such distribution.
2. Management of public comments is a matter for each individual
National Body, not for the committee as a whole. Some countries
look at public comments, others do not.
3. The amount of work generated as a direct result of public comments
on the last draft was small compared to the total amount of work
that has gone into formulating the standard.

This explains a lot of things. Yesterday, I've tried to order a copy of
the draft. As I'm living in Germany, I called DIN, the German standards
body, first. They haven't even heard of the Dec 96 draft. At ANSI, they
explained that they won't ship outside of the US if I don't have an ANSI
account and told me to call ISO. The folks at ISO told me that they sell
only approved standards and draft international standards; the national
standards bodies are responsible for commitee drafts.
Now, does someone know when the draft will be availble outside of the
US? Maybe this information (once availble) should be added to the FAQ.
And as a final thought, could it be that the final standard is getting
delayed due to the policy of ANSI and ISO? Right now, it seems that it
is not possible to get the Dec 96 draft at all.

I just ordered a copy yesterday, so I don't know which version I will
actually receive, but I can support the claim that a lot of people at
ANSI don't have a clue what you are talking about when you try to
discuss the second CD, even if you give them the standard number. I
wasted several long distance calls and several minutes trying to find
out how to request it in such a way as to receive the correct copy.
I finally decided to spell it out in a letter and take my chances,
hoping that the person filling the order would be more knowledgeable
than the ones answering the phone.

I tried to get an (ISO) copy from Norsk Teknologistandardisering, the
norwegian standardization forum for this kind of standards.
They haven't heard about it, that is they had a comment from somewhere
that it was rather large, but not the commite draft itself.
The pointed me to the ISO web page
www.dkuug.dk/JTC1/SC22
but I couldn't find any references here either to the 2nd draft.
Maybe they don't want any further comments because the last one
generated so much extra work ? ;-)

I was told last week by ANSI that the December 96 draft was "under
development and not yet available". They suggested I call again in a
couple of weeks. At least they admitted they didn't have it rather than
sending out the wrong one.

Thanks, I called ANSI, and cancelled my order, when they confirmed
that they were sending out a 6 months old version of the draft.
Would someone please post the CORRECT procedure for ordering the
December 1996 draft.
