ANSI is not special in this regard. ANSI is the standards body for
the US. People in other countries can check with their own
standards bodies (e.g. AFNOR, BSI, DIN) about the availability of
the C++ Committee Draft (as it is called in ISO terms).

If you live outside the US, I would definitly contact the local
standardization organization first.  On the other hand, the draft may
only be available through standardization organizations which are in
fact participating in the C++ standardization effort.  I don't know.

At any rate, ANSI isn't really special in this regard.
