The FAQ say :
"A public comment version of the draft was released in April 1995, and
 the second one is expected to be released in December 1996."

On http://www.cygnus.com/misc/wp/index.html is a version of a December
1996 WP, but it is NOT public.
When will the new WP be published ?

The latest DWP has a date of 2 December and has been sent to ANSI. Once
they have received it and assigned the dates of the public comment
period, I will publish here and in other places all the information
you need to get an official copy and to submit comments for consideration.
I hope to be able to do that next week, but because of the Christmas
and New Year holidays it might take a little longer.

The public comment period will be announced at least two weeks before
it officially begins. It lasts for 2 months.
