It is also worth saying that the time at which a prospective standard begins
to carry official weight is when the "draft international standard"
is issued, not when the final standard is issued.

It's probably worth pointing out that once the "draft" has been accepted
as a "draft international standard" (scheduled for end of 1997), only
editorial changes are allowed.  I expect that most of the vendors will
begin moving to conformance at that point, at the latest.
