If there are two valid conversion sequences, and if all possible
conversions are in the same "equivalence class" according to the
table in [over.ics.scs], e.g. if all neccessary conversions are
"Conversions", is a shorter conversion sequence "better" in
the sense of solving an ambiguouity between two otherwise
equally suited functions?
