I have heard a vague and unsubstanciated rumor that one or more people who
offered that document on the web have removed it ... 'by request'.

Cygnus had made the January WP available on our web site.  Various people
in the C++ committees made noises about copyright violation and the like.
Rather than press the issue and risk going to court, we decided to restrict
access until the matter is clarified.  It has not been.  Sorry.
