Along these lines, I was contacted several months ago to provide my
address so responses to my comments could be mailed to me. These
responses have still not arrived, so I'm beginning to wonder if
they have disappeared. Or is this just the bureaucracy at work
grinding away at a deliberate pace?

A lot of comments were received, and it took a long time to prepare answers
for all of them. (Working on the draft and incorporating the comments took
precedence over making up formal replies.) I believe answers have been
prepared for all comments as of last week, and the process of sending them
out will begin.

`Bureaucracy' is an unkind word in this context.

It is a committee of volunteers who are trying to be sure that
the comments and responses (more than 100 pages of them) are
correct before sending them out. They haven't gone out yet,
but they will.

At the Santa Cruz meeting last week, the various committee subgroups
worked hard to agree on answers to all correctly submitted comments.
I suspect you'll need to wait just a little longer for the answers
to be typed up, but they're essentially ``on their way'' AFAIK.

The README associated with the April 28, 1995 WP said this:

You will have the opportunity to comment officially on the contents
of
  the Working Paper. ...

In any event, you will have at least until some time in July to
comment on this Working Paper and the instructions for doing so will
be available well before then. You will be able to request those
instructions in any of three ways:

   1. Read this file again from time to time.

But the file hasn't changed. Has the time for comment come and gone,
or has it not come yet?
