The "finally" block has been discussed in the extensions working group, which
was the one chartered to deal with exception issues. I don't remember exactly
when, but it was quite a while ago (2 years?) and it was rejected as having
insufficient value to justify a further extension.
I have insufficient interest to go through my rather large collection of
X3J16 mailings to discover the details.
