Topic: String header help???

I am looking at the draft posted by Ian Burrell and in para 21.1.1.2 the
copy() function returns "s" which seems inconsistent with the copy()'s in
21.1.3 and 21.1.4.  Is this correct or should it be returning "s1"?  Thanks
