The html version at the Cygnus site is not sanctioned. (No html version
is sanctioned, since formatting information is lost.)

The only ANSI-sanctioned methods for acquiring a copy of the draft standard
are these:
 - become a member of the C++ committee
 - purchase a copy of the draft from X3
 - acquire a copy of a version made available for public comment according
   to the official announcement made at the time. The only such version
   at the moment is the April 1995 version, which is now out of date.
   A later version of the draft will be announced as a public-comment version.
