The internal committee documents (including the updates of the WP) are
protected, but the draft released for public comment is available from
there in various formats (PS, PDF, HTML).

The C++ Committee documents are not secret, but are generally available
only to members of the committee. Anyone can request copies of documents
(for a fee) from ANSI. Anyone can join the committee and get access to
all documents.

The April version of the draft was sent out for public comment as
part of the ANSI standardization process. Copies of it were made
available in postscript and Adobe Acrobat (PDF) format on three
public ftp sites:
        research.att.com:/dist/c++std/WP
 ftp.maths.warwick.ac.uk:/pub/c++/std/WP
 ftp.su.edu.au:/pub/C++/CommitteeDraft

Some individuals made html versions available at other sites, but
that was not authorized by the committee. The reason for restriction
to postscript and pdf was to preserve the pagination and
formatting of the document, and to reduce the chances of modified
versions being distributed inadvertently.

The April draft has been superceded by the September draft, which
has not been publicly posted, since it is an interim version.

Another document will be made available later for public comment,
probably next April, and will probably be posted on the same
public ftp sites. Its availability will be announced here and
other places once that happens.
