Wrong.  It does reference the latest ANSI Draft for C++.  The other,
is just a working paper, it is not an ANSI draft, nor has it even been
approved by the committee.

Because there is no newer ANSI Draft.

As you'll find out, it is not the October papper, it is the September
working paper.

I tried that URL and find no document.

I don't think any more recent update to the April draft has
been made publicly available. Anybody out there know when
the next public release of a draft will be made?
