One class scope rule in the draft standard (9.3)requires that a name
must refer to the same declaration both in the class scope and in the
completed scope of the class.

The D&E (6.3.1.3) suggests that multi-pass implementation can be
avoided; one pass and multi-pass on "information" gathered in
the first pass suffice. Does anyone have the experience (and
willing to share) or know what needs to be gathered in the first
pass?
