There already is an unmoderated C++ group: comp.lang.c++, so you already
have what you want.  As all postings having to do with the C++ standard
would be accepted in comp.std.c++.moderated according to the proposed
charter, and all other C++ postings will be accepted in comp.lang.c++ and be
appropriate for that group, there isn't a need for a separate
comp.std.c++.unmoderated.  If you're worried about arbitrary and
capricious moderators censoring you, the solution is multiple moderators
so no one person has control (as has been proposed).

The only reason moderation is being proposed is the large number of
postings that are going to comp.std.c++ that belong in comp.lang.c++.

motives of people who want to control others.  Even recent history
shows us that this does not always turn out to be a good thing. )   In
the interests of free speech, let there be an unmoderated version as
well.
