The X3J11.1 group had been (in effect) disbanded... but only in the
sense that its membership, work, etc. was folded into X3J11/WG14 itself,
i.e. the C standardization committee. (This was motivated as much by
a concern on the part of the membership to avoid the payment of double
membership fees BOTH for X3J11 and, separately, for X3J11.1, as it was
by technical/organizational considerations.)

Having a place to discuss and propose numerical extensions for C
(which had already been standardized) made a lot of sense, but in the
case of C++... well... it hasn't been standardized yet, so what would
you be extending??
(Besides which the C++ standardization committee seems to do fairly
well at extending the language this way and that way without any outside
provocation, so there's really no need for an outside group to ask for
the language to be made bigger and more complex. The X3J16/WG21 members
seem perfectly able to do that all by themselves, thank you.)

I understand that there is the Numerical C Extensions Group (NCEG)
that has been officially recognized as a subcommittee working under
ANSI with designation of X3J11.1 as noted in the article:
Robert Jervis, "Numerical Extensions to C, An NCEG Status Report,"
Dr. Doob's Journal 1992, pp. 26-39.
I wonder if there's any similar effort for C++ at this moment.
I appreciate any suggestions/pointers. Many thanks in advance.
