You have basically answered your own question.  As I understand it, the
C++ standardization committe made major changes to the library portion of
the draft to make it more compatible with STL *after* Plauger had already
sent his book to the presses.

haven't seen the latest draft of the standard, could someone give a few
general comments about how the book is obsolete?

I noticed that Plaguer's book does not mention most of the collection
classes available in the ftp distribution. I assume they're discussed in
the PS document provided with the distribution ("assume" because I'm still
working on getting my PS printer online).
