Greetings! I am posting this on behalf of a ham-radio operator in
Bosnia, who wonders if there is anyplace on the Internet where he can
find a good library with source code programming in Borland C++.

Because of the war in Bosnia, he has no way to get anything mailed
to him, or to make phone calls outside of his city. However, there
is some kind of satellite-link Internet hookup now in Bosnia, funded
by a humanitarian organization, for messages; they have e-mail access
but nothing else (no newsgroups, ftp, etc.). But if someone can
point me to some sources, I can tell him what's available; then, if he
wants something, I can try to send it to him somehow (file sizes are
strictly limited, it might take weeks to send a file in pieces, but
it's better than nothing).

He's trying to set up some kind of local bulletin-board service there,
I believe, and is also interested in communications source code.
