Topic: Is Borland the way to go for Windows ?

I am a casual programmer interested mainly in instrument / hardware
control. I have had some experience with BC++ 3.1 and 4.0. I have hard
time developing even really simple applications mainly because of
configuration and enviroment errors rather then language problems. I feel
frustrated with the complex software structure and the number of options.
All I need is a simple, reliable way of compiling small programs for
Windows. Based on the expertise level of messages here I know you can help
