Topic: fstream - ios::binary

I had a question about the difference in having ios::binary and not
having it for opening and was told that it varies from system to system.
I was also told that it was part of the ANSI C++ proposed standard.
Is there anyone who could tell me the exact difference? I know it's
mostly substituting one character for another or eliminating characters.
Is there a table or list or something like that? If so, where could I
get it?
