X/Open already distributes many documents electronically.  You give
them a credit card (or other cash equivalent) and they give you a
password which allows you to FTP a file from their machine within
a limited time window (48 hours ?).  The documents are in postscript
and have a unique ID in the corner so that unauthorized photocopies
can be traced. (Doesn't prevent someone from erasing the ID before
printing the postscript file ...).  I obtained Spec 1170 in this
manner - it took one day.

At the moment I'm trying to figure out why CBEMA hasn't mailed me a
copy of the C++ draft standard - I gave them my credit card number and
address two weeks ago.
