The C++ committee leaders don't really control who is on or off of the
committee. That is handled by X3 or actually by CBEMA in Washington,DC.
I think the committee leaders care but 1) they have enough to read and
don't end up here very often, and 2) they are trying to get to closure
on many issues and new voices might not help. But ignore #2, if you want
to join (I think it will cost you $300-$600 depending on how that last
discussion went) then I think you only need to contact CBEMA.

If you do decide to join, before diving randomly into issues you should
probably get the archived e-mail as well as all the paper documents and
read them to get a sense of where the committee has been and how it journeyed
through that territory. The paper is a stack several feet high, most of
it of surprisingly good quality; the archived email is up to about 40
megabytes, much of it rather intense stuff that only makes sense read in
order.
_After_ all of that, it's time to think about what you have to say ...
and since you've educated yourself you won't waste any more time than
necessary.
