I've asked a number of times as part of other queries, but never gotten
a reply, so this time I decided to dedicate a separate note to the question.
How do I formally propose modifications to the working document?  Is there a
separate process for submitting extension proposals as opposed to requests
for clarification of definitions?  Is the committee even accepting official
outside comment yet?  If not, is there a way to be involved in the committee
without flying around the world for meetings?
