Topic: Location of ARM?

Where might I find the ARM that has been mentioned in several
of this newsgroup's articles? I am interested in reviewing this
document so that I may become aware of the recommended stand-
ardizations being made to c++.
I appreciate any assistance, and please excuse me for my
ignorance in this matter.
