Yes. Although some people occasionally post things to the wrong place.
comp.std.c++ should only be used for questions, comments, and
proposals related to the emerging C++ language standard.  This
distinction is followed by most posters, though there are a few
who don't get it.  If followed, the std group should have a good
deal less traffic than C++ (though there still might be wars as
to whether overloaded operator dot should be added, etc).

Questions like "how do you do XYZ in C++?" do not belong on comp.std.c++.
I would recommend that beginners to the C++ language not post to
comp.std.c++ at all (before you complain, note that this is only
a recommendation: if someone wants to look stupid I'm not going to
stand in the way).
