Try customer-support@borland.com.
I got an answer to a question about the manuals from this address.

Howdy Folks,
I'm hoping that Borland, the company that puts out Borland C++
and Turbo C++, has an internet address that someone can provide to me.
I'm having trouble with the linker giving me a lot of undefined symbols
for routines whose libraries and ".h" files I have explicitly put in my
project file with absolute paths. If anyone has an internet address for
Borland, I'd sure appreciate some return email telling me what it is. Please
include both symbolic and numeric addresses if possible.
Thanks in advance,
Dominic Caffey

Have you tried "borland.com"? It seems to come back as a valid host
with and IP address of 143.186.0.1. I seem to recall hearing that
Borland doesn't answer mail to that address, though. If you have a
CompuServe account, try that as well.

Unfortunately, there is so far no e-mail address for Tech Support.
They can be reached on Compuserve, BIX and Genie only via the public
forums there, similar in idea to usenet newsgroups. That allows them
to handle questions much more efficiently, since every question is
seen by many people at once, and the "Team Borland" volunteers and
other knowledgeable users can answer the very common simple questions.
I've been talking to the manager of Tech Support about setting up
Internet access, but there are a lot of staffing and logistical issues
to work out before he is willing to add one-on-one e-mail service to
the support engineers' workload. Sorry.
I have set up two Internet e-mail addresses:
bugs@borland.com is a place to send reports of reproduceable bugs to
Borland QA. It is not a place to get help or verification of problems,
but it is a way of making sure that we know about a problem so it can
get fixed sooner.
customer-support@borland.com is an address to send e-mail to our
Customer Service department. You can get product and price info,
information on upgrade offers, check the status of your order, arrange
for a replacement of a bad disk in order, etc. In other words, they
can handle any non-technical problem or request. Due to restrictions
on use of our connection via NSFNET, we cannot accept actual sales
orders and credit card numbers via e-mail to borland.com addresses.

The e-mail address for Borland is:
customer-support@borland.com
If your getting undefined symbols during linking try turning off the
Case-Sensitive-Link under the link-options menu. That may solve your
problems.

I don't know about an IP number, but do you need to change the order
of the .h files or libraries? A number of people have used borland here
without any problems.
Try postmaster@boland.com. They have an Internet access
(one of my friends works at Borland, so I know it for sure).
