There are two methods of changing stream I/O.  Either throght methods (such
as ios::width) or manipulators (such as setw).  I feel the would be great
benifit in making manipulators a dynmaic change while making the use of
methods a static change.

This would have great use in outputting an table of values...

I only have TC++ to test against.  If the state I proposed is what should
be, then one flame should be enough.
